For your final paper, you will take on the perspective of an assigned interest group (see

below) and offer your support or opposition to proposed legislation to include a public

current data from at least 3 different sources to describe which segments of the

population are most likely to experience uninsurance or have trouble affording to use the

insurance they currently have. Examples of data sources could come from CMS, the Kaiser

Family Foundation, the Commonwealth Fund, the California Health Care Foundation, or

other foundation, state and national sources. (up to 5 points)

Include a discussion of how systemic factors have led to inequities among

subpopulations in regard to insurance status (both whether or not they have insurance and

whether the insurance they have is private or public) You may also want to discuss the

affordability of the insurance, does patient cost-sharing (deductible/co-insurance) create

In this section, briefly describe how a public option health insurance plan is supposed to

operate in practice (short 4-5 sentence paragraph). Then describe your support for or

opposition to including a public option health insurance plan in the ACA exchanges. (up to

3 points)

If you support its inclusion, provide evidence how this policy change would address the

problem you described in the previous section of the paper. Your discussion should

address both rates of insurance and affordability of the insurance.

If you oppose its inclusion, provide evidence of why you think the public option is not a

sound solution and propose alternative solutions to address the problem of insurance

coverage and affordability. Your proposed solution can include alternative policy solutions

or incremental changes within the health insurance marketplace that do not necessarily

require statutory policy changes. (up to 5 points)
